Today i ve recive this email =
On August 17, 1938 a decree was made; Effective 1139, all Jews must
add the middle name either"Israel" or "Sara." I beleive this was in
Germany proper and I would like to know if and when this pertained to
mail in the occupied countries.

It shouldn't be surprise that all Jews in the territory of the Third Reich had to add their middle names Israel and Sara, because Sarah, along with Rebecca, is a common female Jewish name, and the names Sarah/Sara and Rebecca were declared verboten names by the Nazi authorities for being Jewish names.
According to the USHMM website (https://www.ushmm.org/learn/timeline-of ... onal-names), the the requirement laid out in the Executive Order on the Law on the Alteration of Family and Personal Names took effect in fall 1938 (by which time Austria had become part of Germany through the Anschluss.
