WWI ships redux

reading the history of Hessen and during conversion to radio controlled target ship 10 meters of length, armor, and more modern turbine engines were added https://en.wikipedia.org/wiki/SMS_Hessen

could the WWI capital ships have any value with rebuild? not to face the newest British battleships but as fast monitors retaining their 2x2 11" guns or alternately retaining their 6.8" guns and serving as some hybrid tenders/escorts?
