Did only U-boat captains wear the white visor cap? I have never seen a picture of surface vessel commanders or even Flottenchef Admiral Günther Lütjens wearing one. If you have a picture of non-U-boat commanders wearing one, please post it!

No.
Two examples ; Erich Raeder with a white visor cap, and an officer of 'Admiral Graf Spee'
