In fact was Kapitän zur See Hermann von Fischel (* 13. Jan 1887 in Kiel; † 13. May 1950 in Moscow) at that time Commanding Officer of Panzerschiff "Deutschland".AH with Admiral Raeder and Kapitän z. See Lütjens??.....................

I think that this is a identification mistake
Visible in the background (below the boat) is a 6" TWIN (!) turret. There weren`t any of them on the pocket battleships
This, the picture was taken on SCHARNHORST or GNEISENAU
