Yes, it seems the ship is either Admiral Scheer or Admiral Graf Spee.

The photo was taken aboard the Admiral Graf Spee, Admiral Scheer is next in line, with Deutschland bringing up the rear.

Twin tubes.

The blue arrow points to the just visible tube bracing, and the red arrow points to the barely visible rotating support for the second tube.
