What is the best book on German Naval Strategy in WW2?

Discussions on all (non-biographical) aspects of the Kriegsmarine except those dealing with the U-Boat forces.

German language is fine.

I admit to have never reading one except translated works from Raeder, Doenitz, Ruge, and the U.S. postwar studies authored by former officers, etc.

Also anything that indicates the manpower growth and shrinkage of the service during the war and the Kriegsmarine efforts to support the land campaign in the Baltic and resupply the Kurland Pocket.
