German Cargo Ship Insurance

Hi,

can anybody please advise me if German cargo ships that were being used to transport trips and vehicles were covered by commercial insurance in the event of them being sunk or did the compensation come from the German Government?

Cargo ships used by the British were covered by the Government when lost, a good example of this is Titanics sister ship the Brittanic which was sunk when being used as a British transport ship therefore it was classed as a warship, this enabled a guy called Simon Mills to buy the wreck from the British government as it remained the property of the state that paid for it.
