I am looking to ID this officer with what looks like the Spanish Grand Cross of Naval Merit. Anyone have a list of German recipients of this award?

It's Leopold Bürkner (last rank Vizeadmiral). He was awarded the Spanish Order of Naval Merit 2nd Class with White Decoration on 28 February 1935. This is the second lowest class, but it also had a Breast Star (the classes are: Grand Cross, 3rd Class, 2nd Class and 1st Class). There is no info on him receiving the Grand Cross of this order.
