Full Dress Uniform

How often was the Full Dress Uniform (aka the Grosse Uniform) worn? I'm talking about the uniform with the big epaulettes and the tricorn hat. I would imagine it was worn when a ship was commissioned, but were they worn at any point during WWII? And is there any known pics of someone wearing a Knight's Cross with the uniform? TIA for any info.
