The IJN's line officers had the Naval College to attend...did a similar institution exist for the Engineer or the Paymaster branches? Just curious. TIA for any info!

No.

Naval College had the following courses. 甲種学生 was senior commander training course.
甲種学生: "A" Officer Trainee
特修学生: Special Learning Officer Trainee
機関学生: Engineer Officer Trainee
選科学生: Selected Course Officer Trainee
