Hello Teitoku,

Upper:
鬼塚武二 Onizuka Takeji (Eta Jima 47)
His last appointment was Chief of Kagoshima Rural Naval Personnel Department.

Center:
山縣駿二 Yamagata Shunji (Eta Jima 45)
His specialty was aeronautical. (For example, Commanding Officer of Tateyama Naval Air Group / 15 August 1942 - 22 January 1943)
Correct Kanji was 山県駿二.

Lower:
Probably the Kanj is 山野平殿. If it is correct, as 殿 meaned “Mister”, his name was 山野平.
山野平 Yamano Taira (Engine Academy 42).
