d. Visual communications will be used mainly for communications with a unit within sight.

P. 276, Japanese Monograph #118: Operational History of Naval Communications, 1941 Dec-1945 Aug18,

The "mainly" has me perplexed.

To me it looks logical. Beyond visual range comms better served by radio.

I read it as "even if they're not within sight visual communications may be used."

It could also be read as "Visual communications will be the main system for communications with a unit within sight." Translated document by admittedly non-technical personnel could be part of the problem.

You can relay message from A to B - even if they're not within sight - via other ships. Of course in the relay relay line each ship had to be within sight.
