Hello VJK,

It was difficult.
I asked to the acquaintances familiar with IJA and IJN personnel affairs.
He arrived at 小野亜太郎 Ono Ataro.

The bilow is his Kanji in an IJA document. The problem is the Kanji circled in red. This is a kanji that does not exist at present and cannot be read by us Japanese today. Your source read it as 卯 U.

Promoted to MjG: 5 March 1934
Waiting Order (Retired): 5 March 1934

A major general like him who was promoted when he retired was called 営門少将 Barracks-gate Major General.
