Frontessa many thanks! Photo actually has connection with Mako since this officer was stationed there somewhere in 1908. He was an eyewitness of “Matshushima” cruiser death at least, such photos were in his album.

He may have been CDR Shinohara Rihichi 篠原利七 (17). He was the commanding officer of Mako Minelaying Unit from 1 December 1907 (?) - 10 December 1908.

Hello Alex,
The Kani, his name is 池田清美 Ikeda Kiyomi who is not in the database of all naval officers I have.
He had a Guntō (Military Sword), so he would be a warrant officer or a non-commissioned officer.
Unfortunately I don't have any record about him.
Lower Photo;
His family name was 高橋 Takahashi.
Sorry I can't tell if he's an officer or not.

The Kani, his name is 池田清美 Ikeda Kiyomi who is not in the database of all naval officers I have.
He had a Guntō (Military Sword), so he would be a warrant officer or a non-commissioned officer.
Unfortunately I don't have any record about him.
Lower Photo;
His family name was 高橋 Takahashi.
Sorry I can't tell if he's an officer or not.

According to rank insignia on sleeve, he is ensign. Anyway, it is difficult to identify him without first name.

If he was an engineer in a flight suit, he was probably Betty's 搭乗整備員 boarding mechanic (engine monitoring). If so, he was not an officer. The background is somewhat reminiscent of the south.
Below chart shows the boarding assignment for Mihoro Naval Air Group Betty at the date of IJN attack against HMS Prince of Wales and Repulse on 10 December 1941.

As shown in the chart, Betty crew were:
操縦員 Plots x 2
偵察員 (機長) Observer (Captain) x 1
電信員 Radio Operator x 3
搭整員 Boarding Mechanic x 1
Tow Radio Operators and one were virtually gunners. Unfortunately Takahashi was not here.
