Hoping to get nuanced help with a kanji combo I found reading a techou: 匪賊 I read on the surface as "bandit", "outlaw". The phrase in the techou has the soldier "participating in the suppression of bandits" in Manchuria. Would these 匪賊 be more partisan in nature, a direct connection to a warlord, or something more like a profiteering gang, or all of the above? Any help with this is greatly appreciated, thanks!

陸普第二九八八号 Rikupu No.2988 was a thorough instruction against the following deviations of uniforms:
(1) 帯刀本分ニアラザル者ガ日本刀若クハ制式軍刀ヲ帯ブルモノ
　　A person who is not a "Person with a Sword (for example Cavalry, Military Police, Transport Units)" who wears a Japanese sword or military sword
(2) Veterans who wear both military uniforms and private uniforms (overcoats, scarves, etc.) at the same time
(3) Military personnel who wear a simple cap or wear a raincoat with a military cloak badge.

Your question applies to the above (1) with the following exceptions.
