Major Yamaoka was the officer who entered Port Arthur in August, 1904, with Emperor's message and offer of
safety to non-combatants, when he called upon the city to surrender. Major Yamaoka is a linguist, speaking French, English and Chinese. He was educated at Wabash College, in Indiana and lived in the United States for three years.
