Any idea about the plane?

It may be 満州航空 Manchuria Airlines MT-1.
Manchuria Airlines was established on 26 September 1932 to carry out military scheduled air transport for Kwantung Army in Manchuria. It started the development of their new passenger plane in 1935. The prototype was completed in December 1936. The commercial aircraft was named MT-1, M (for Manchuria) T (for Transport).

It looks to me like IJN A2N1 and the mark on the vertical stabilizer of the foremost airplane looks like 報国38 dedicated in October 1933 by 川村徳太郎 Kawamura Tkutaro lived in Tokyo.
If so, I think the photo was taken long before 1938/1939.
