Fm...type 11 and type 96 LMG was notorious about frequent jamming, so it seemed good idea that they have something else.

On one hand - yes, it would be good for LMG crew to carry other weapons. On the other hand, however, constant troubles with the LMG mean, that it's crew had to devote themselves completely to servicing the gun. It they will have rifles, for example, they may just decide to use them in combat instead of repairing squad LMG.
