As explained before, Maizuru Naval Yard was downgraded to Construction and Repair Department / Maizuru Naval Station between WWI and WWII. This was just a name change and the actual organization was maintained. Ro-Go submarine had no positions of Torpedo Officer, Navigation Officer and Engineer Officer unlike I-Go submarine, but she had officers for these duties. I thought Bureau was the English translation of ..
Japanese 局 is an organizational unit larger than 部 Department.
部 is an organizational unit larger than 課 Section.

So I thought, for example, 海軍省 / 軍務局 / 第1部 / 第1課 was;
Ministry of Navy / Bureau of Naval Affairs / 1st Department / 1st Section

What are your thoughts?

Your line of command sounds better. In my way of thinking, 'Bureau' and 'Department' can mean pretty much the same thing, although I guess when it comes to military matters, no matter what the country, the civilian way of thinking is entirely incorrect! :lol:
