I'm guessing 1 April 1941 was the date ZUIHO initially started carrying aircraft? TIA for any info, and thanks for the pilot list!

CHITOSE and CHIYODA were originally planned as the 甲標的 Ko-Target Tender. Since Ko-Target was IJN's top secret, CHITOSE and CHIYODA were completed and classified as seaplane tenders to conceal their original purpose. Since 24 seaplanes were planned to be installed, They were planed to have two Hikotaichos. However, the actual number of seaplanes boarded was only eight. That may be the reason why Hikotaichos were VACANT. Since they were VACANT, Division Officer may have been acting for Hikotaichos' job.
Unlike CHITOSE, CHIYODA had the capability to carry / launch 12 Ko-Targets. The below picture shows CHITOSE. Besides seaplane operation, she could carry 12 Ko-Tagets. Ko-Targets were to launch from the tender during the fleet decisive battle with U.S Navy and torpedo attack enemy ships, so its existence was kept confidential. Five Ko-Tagets carried by five I-Go submarines were thrown in Pearl Harbor attack. Unfortunately their achievements are unclear.

CHIYODA's refurbishment to Ko-Target tender which also had a handling capability of 12 seaplanes was started in May, 1940. Until then, she was able to operate 24 seaplanes. But she was actually on board 9 seaplanes. Unlike Chitose, she had one Hikotaico. I don't know the reason.

Yes. No need for Hikocho and Hikotaicho during the refurbishment. After the refurbishment, CHIYODA with CHITOSE was registered as aircraft carrier on 15 December 1943 when the policy of air-ground had already been finalized.
