He was CAPT Iwasaki Masahide 岩崎正英 (Tech.1924) who had been attached to Combined Fleet HQ on 15 December 1942 (15 C13072088600).

The 1st photo was taken when the Emperor visited Musashi on 24 June 1943. There were 81 naval officers other than the Emperor and Imperial Highness Takamatsu. The reprinted photographs were given to the 81 officers one by one with the warning that the photo was confidential. The photo had a transparent overlay (Fig. 2) with the surnames and ranks of all officers. According to it, the officer in question was Navy Technical (Ship Building) Captain Iwasaki Masahide.
(1) His additional post was Akashi (Repair Ship)'s repair department member.
(2) Navy Technical (Ship Building) Captain Masukata Narasaburo 桝方楢三郎 (Tech.1920) was detached from Combined Fleet HQ on 15 December 1942. His additional post had been also Akashi's repair department member.
(3) I guess they controlled Akashi's repair work for Combined Fleet ships.

I don’t think he was engineer branch officer. I thik that the officer for engineer of Ro-46 was a special duty officer.

The numbers in parentheses were called 電報符 Telegram Letter. Actually, it was not related to telegram, but was the "order" as the resoults of personnel appraisal. This was taken into account in the promotion. As for engineer and accounting branches, Telegram Letter was smaller than that of regular officers because the number of engineer and accounting branch officers was small, but the upper four had close numbers. Therefore, it can be said that these four are regular officers. Since the bottom is the accounting branch officer, Telegram Letter was considerably smaller than regular officers. But the 2nd and 4th couldn't find the graduation period of Etajima.
What I said may be wrong. I would like to research a little more.

I don’t think he was engineer branch officer. I thik that the officer for engineer of Ro-46 was a special duty officer.
I checked various things.
From the historical background regarding the engineer branch (called 機関科問題 Engineer Branch Problem), IJN integrated the class names as follows in 1943.
(1) 大尉 (Regular), (2) 機関大尉 (Engineer), (3) 予備大尉 (Reserve) (4) 特務大尉 (Special Duty)

Regarding (1) and (2), IJN took this opportunity to integrate the Telegram Letters.
So the bellow Naval Engineer School graduation had Telegram Letters close to the other two Naval Academy graduation.
