IJA senior staff officers' ID help (in photo)

I'd appreciate some help (again) in identifying (or confirming) the senior Japanese officers (three staff officers, one regimental commander) shown in the attached photograph.

The photo, which I have had restored, was taken c.1938 in Matsumoto at the 50th Infantry Regt barracks. So far I have as follows: L to R: 1. Unknown. 2. Lt Gen Doihara Kenji. 3. Col Toyama Noboru (CO, 50IR)? 4. Lt Gen Anami Koremichi?

Staff Officer 'Number 1' is wearing what appears to be the Order of the Rising Sun 2nd Class. Perhaps he was a senior ADC to either Doihara or Anami?

Many thanks, VJK!
The ID of No. 1 and the rank chronology confirms the date of the photo as 1938. (It must have been soon after 50IR was assigned to 14th Inf Div.)
One more photo to come, so I hope you'll be able to help again...
Kind regards
Steve C.
