Help needed with air comm. unit

I am hoping someone could shed some light on the following unit: 第25航空通信隊
Was this unit specifically raised for Timor, or was it operational well before landing there?

25th Air Communications Unit
Activated at Ningan, Manchuria in July 1941.
Subordinated to 25th Army in July 1941.
Deployed to Southern India China in July 1941.
Subordinated to 3rd Air Group on 10 July 1942.
Deployed to Java and Sumatra in 1942.
Deactivated on 31 August 1943.
9th Air Communications Regiment
Activated at Malang on 31 August 1943, based on personnel and materials of 25th Air Communications Unit.
Subordinated to 3rd Air Army on 31 August 1943.
Subordinated to 7th Air Division on 29 October 1943.
HQ, Materials Depot: Ambon
1st Co: Momi, New Guinea
2nd Co and 4th Co: Ambon
3rd Co: Timor
5th Co: Langowan, Celebes
3rd Co moved from Timor to Java and Bandung in March 1945.
Subordinated to 3rd Air Army on 24 July 1945.
