Japanese cavalry (?) and Russian Navy personnel. Help with photo.

Hello! Looking for help with this photo that was taken somwhere on 1900 during a visit of Russian armored ship Navarin to Japan.

What branch of service or unit Japanese officers (or soldiers) there? To me their uniform look like similar to Russian hussars, tunics at least ... Are they cavalry?

I appreciate any help with his photo!

Those are Korean offices (and 2 soldiers). Infantry, IIRC.
