Type 1 Ho-Ha half-track during the 80s?

I saw a post some time ago were it says that the Type 1 Ho-Ha half-track was being used as a garbage truck by the Metropolitan Cleaning Agency of Tokyo, the image was taken in October 1982, is this correct?

Some questions were asked to me regarding the info in this photo such as: why is the photo black and white during the 80s, if Japan would be using an old half-track as a garbage truck during those years, if the two men in the photo are using IJA uniforms, why does the half-track has no front vehicle plate if its being used for public service during said years.

Any help with some of these doubts would be appreciated,

No, it was taken in 1946. Your source stated Showa 21 year(昭和21年). It is 1946.

Oh I see what happened, it was a Google Translate error.

When you type part of the text, this being 昭和21年 (Showa 21-nen), Google Translate puts it as 1982 for some odd reason, it apparently does the same with similar written dates.
