Hi,
Why would Germany want to conclude Tripartite Pact or alliance with Japan in September 1940 since at that point Germany have no doubt that they will win the war and didn't have much need for Japan to get involved in the war?

Did they really believe that?

At that point, they didn't achieve their strategic goal (the defeat of Britain or the peace settlement with her) and had no means to achieve it. The war looked more like the Vietnam War with no end in sight, and Germany didn't have the resources required to fight it for so long.

In desperation, Hitler had to resort to war with the USSR, a move he sold to the Germans as "Britain will be defeated in Russia."

Not an expect at all---BUT ---to freeze the United States. The pact meant a two front war to go along with the two ocean navy the US was discussing or building. US was already assisting Britain . not sure of dates---the 50 destroyer deal----arsenal for democracy etc, etc.

In July 1941 the Japanese asked the Germans to reward them for "keeping the US busy in the Pacific." (In the "Magic" documents.)
