Taiwan Naval Air Group was ground support unit. It was not air operational unit.

Are you referring to the Tainan Air Group? Which was formed at Tainan, on Taiwan in October 1941?

I confirmed that I-128 was 部隊区別符 Unit Identification Code of Taiwan Naval Air Group.

Taiwan Naval Air Group was 乙航空隊 Otsu (Type B) Air Group.
On July 10, 1944, complete air - ground separation was carried out to facilitate air force concentrating and decoupling. The Air Groups was divided into two types – 甲航空隊 Ko (Type A). Air Operating Air Group and 乙航空隊 Otsu (Type B) Ground Support and Airfield Maintenance Air Group.
Taiwan Naval Air Group
Activated on 10 July 1944.Based at 新竹飛行場 (Taiwan) Shinchiku Airfield, a it functioned as a relay base for the air squad that is preparing to defend the Philippines. Engaged in operations to support the Philippines over Bassie straits, including the Taiwan offshore air battle. When the Battle of Okinawa was over - 15 June 1945, Taiwan Naval Air Group was divided into North Taiwan Naval Air group and South Taiwan Naval Air group.
