Need help with WWII signed Japanese "flag" with art work

I am in communication with a gentleman who has this Japanese "flag" or banner. He had it translated and apparently it was given to a guy for his service to the nation and is signed by 20 or so men and women. It looks like it has Mount Fuji painted on it along with a samurai sword. I would greatly appreciate if anyone could tell me what this item is and if it's worth buying. He wants $250 and had it translated by a guy, Dan King who apparently is knowledge in Japanese history and has lived in Japan for many years.

I've never seen anything like this before and it would be a great help with any information. Thanks so much for any and all help!
