3rd Mine Flotilla---April 1918

I have come across a reference to a 3rd Mine Flotilla that was deployed in northern Korea in April 1918, Can anyone name the ships included. Apparently the Katori acted as the mother ship. Dates? While not major warships and stayed away, they were included in the response to the deaths and destruction of property at vandalism at Vladivostok Japanese citizens. The incident occurred on April 4th or 5th, both Japanese and British warships landed shore parties. The deployment of the 3rd to protect private property and lives was a what if move. Likewise the battleship Hizen was alerted and paired with two destroyer divisions. Any details would be much appreciated. Many thanks--stay safe.
