The Kanji you mentioned may be 連. Strictly speaking, it's an incorrect 聯 notation. But it's commonly used - like 連合艦隊 which is correctly 聯合艦隊 Combined Fleet.

Anywhere JM-116 was the official document prepared by the 2nd Demobilization Bureau. So I think we have to respect it.
