Japanese Good Luck Flag

I found this photo of a terrific example of what I think is a Japanese good luck flag (hinomaru yosegaki?) that someone posted from their private collection on a different site. I have seen others like these plenty of times but I never knew what was written on them, can anyone translate what this one says and determine when it might have been made?
