Elliot Islands, where are these, I am trying to find out what islands during the RJW war of 1904 were used as staging bases or the IJN , apparently they are no longer called that, as none of my searches are turning up anything atm.

Northeast of Dalian. IJN seems to have used there as an anchoring or a gathering place.

Yes.

I don't think so, because Dalian was so close that there was no need to replenish coal.

Dalian, was a Japanese held Port?

The Japanese could "Coal" their ships there?

No. It was just after the Russo-Japanese War in February 1907. The IJN fleets fought against the Russian fleet off the coasts of Journey and Incheon. Actuary, Incheon did not come with a coal tender, but there is not certainty about how it was in Lushun.
