In early 1940s Kwantung Army briefly formed a corps sized mechanized formation. It came to known as Armored Army, consisted of two tank divisions (1st TD, 2nd TD) plus
Tank Training Brigade (IJA Siping Tank School), with a combined strength of 10 tank regiments. It was the largest armored unit ever fielded by IJA. Unfortunately I couldn’t find much information on this particular topic.

Armored Army (機甲軍) was formed for the war against the Soviet Union. However, it had not occurred and Armored Army became meaningless. Armored Army was disbanded in 1943. It lasted only for one year and few months.

The mistake arises because Terada's rank is shown as 少将, which can be both Rear Admiral and Major General. The distinction is in the full title designation: 海軍少将 - Rear Admiral, 陸軍少将 - Major General.

IJA’s Armor HQ (機甲本部) , was it the Japanese equivalent of Generalinspekteur der Panzertruppen?

Yes. Both had no command of armored forces, but had the right to supervise the formation, education, and training of armored forces.
