When assigned to a fleet command, the CinC of the fleet usually directly commanded whatever division their flagship was assigned to. This even extended to the CinC Combined Fleet himself, as ADM YAMAMOTO retained direct command of 1st Battleship Division during his tenure as CinC Combined Fleet.

Thanks for the correction. I have missed the above. The IJN had a tradition of a "指揮官先頭 commander on the front". So the commanders of the 1st Squadron and 1st Air Squadron were the additional posts of the Commanders of the 1st Fleet and 1st Air Fleet.​

Was TG.58.7 broken down into two or three divisions, and if so, commanded by RAdm's?

It seems no one found the commander of the above unit. I found the L2D scale model photos. The "Y" of its tail code Y-902 means KanoYa Naval Air Group. From these, I guess the above 5 x Transports were attached to the 22nd NAF HQ on paper but stayed/maintained at every naval air group such as Kanoya Naval Air Group.

It was and also included a cruiser division. I'm not an expert in such things but it is my recollection that divisions for battleships, carriers, cruisers were mainly administrative; that the actual Battle Line was formed when the battleships were detached for possible surface action (like what was supposed to happen at Leyte), otherwise the battleships were parceled out to the various Carrier Task Groups to add to the AA protection.

But, in answer to your question

Task Group 58.7 Battle Line (VAdm W.A. Lee)
Battleship Division (BatDiv) 6 - VAdm Lee with BB Washington (flag), BB North Carolina
BatDiv 7 - RAdm O. M. Hustvedt with BB Iowa, BB New Jersey
BatDiv 8 - RAdm G. B. Davis with BB Indiana
BatDiv 9 - RAdm E. W. Hansen with BB South Dakota, BB Alabama
and CA San Francisco; Cruiser Division 6 RAdm C.T. Joy with three CAs; Destroyer Divisions 12, 89, 106 (total 13 DDs)

The Carrier Task Groups also had cruisers and destroyers attached
