Opposition to the German policies was a gradual thing, as can be seen from the newspaper editorials over the years. I would guesstimate FDR's full opposition to them as dating from Munich. Morgenthau and Ickes would have been the main cheerleaders for that, with Hull more reluctant to start the political wars.
