Hotchkiss 2,5 cm Flak 38 or 39?
TS
Mle. 1939, note heavier mount, crew member behind the gun. The Mle. 38 had a much lighter mount with very lightly constructed folding outriggers and gunner sat on the left of the gun. The mount for the mle. 1939 was in the form of a more stable platform which rested on the ground at the three corners.

It is neither, Based on the shape of the Island, stack and mast as well as the presence of Kokusai Ki 76 type 3 aircraft on deck this is the Japanese Army Aircraft Carrier Akitsu Maru in her later life as an anti Submarine carrier. This would mke the weapon in question a japanese 25 MM type 96 copy. Source of ship drawing pic 1 "Warships of The Imperial Japanese Navy, Source of Ki 76 picture pic 2 "Japanese Aircraft of the Pacific War, Source of picure of Carrier Pic 3 unknown.
