Almost right. It's a shell for 21 cm K39, that drivingband is typical for Czech shells.
This is a 21 cm A.Z. Gr. 39 (21 cm Aufschlagzündergranate 39).
Fuze is either a CHZR or SKHZR, both Czech made, with an additional DZR fuze in the base.
White ring indicates centre of gravity.
