Sea coast defence in Estland

I found this photo 3rd time-this time with good quality.
Interesting feature is 7,62 gun in combat position on the first dune near the beach.

What bothers me are sea coast obstacels in the backround-quite unusual for Eastern front.

Can't it be a German island instead of Estland?

Any idea about obstacles?
They look guite funny (very light frame constuction and large distances between them)
