The three masts with a antenna could have been the radio-station of the Stellung,
which also was the beacon.

It is an early war picture (1940-1941).
In this time, there were 6 heavy Flak batteries around Ostend and 4 around Zeebrugge, mainly to protect the high concentration of landing barges gathered there for Seelöwe.
Those batteries had however only 4 guns, not 6 like later in the war.
