Can anyone tell me why the gun layer was moved to the right side of the gun in the "Festungs" mounting ?

The only solution that I could find is that the wheels to adjust the 5 cm KwK in Sockellafette was on the right ??

I do not have the answer, but it is remarkable that Sockellafetten for artillery did in general have the aiming device at the right side of the weapon, contrary to Sockellafetten for Pak, which did have the aiming device at the left side. I do not know the reason for this.
The Behelfssockellafette for 5 cm KwK was originally constructed as a light artillery piece, although the 5 cm KwK originally was born as a tank gun. Later on, especially after the introduction of the 5 cm KwK 39 L/60 in the coastal defense in 1943, the Behelfssockellafetten mainly returned to the AT role.

Could this be for a 5cm KwK? Located on the Afsluitdijk. There are two emplacements like this, and two 667s.

Yes it is, 8 "plots" and a central space for the inner pivot of the Befehlslafette of 5 cm KwK do not let some doubts

Ha arthur.. most likely the 5 cm were first placed in the bettungen and later replaced by the 667.
those bettungen are all over holland.
