As I recall it had to do with the mobility of the cannon. A combination of how many horses or class of automotive vehicle to move the cannon, speed on and off road, and if practical to move a distance off road. This included the requirements for the ammunition cassions or auto ammunition transporters. However I don't have a reference at hand & may be misremembering.
