German flak was accurate, managing to down a continuous drizzle of Allied aircraft. But never more than the critical 12%.
Why did the Germans fail to develop the proximity fuse? Were they aware of such a device?

I never said it did, fighters being the main cause of loss in action. 12% was the loss rate per mission at which it was viewed bombing could not be sustained. A % reached or breached only a few times eg Ploesti, Nuremberg and Schweinfurt.
The question is: would proximity shells have made flight over the Reich unsustainable, or still no real difference?

flak hit rate
Hi all,
although only 1-2 % of the attacking planes were shot down about 30% of the attacking planes were damaged by flak. That means that quite a lot of plans had to be repaired after an attack and were not able to use for the next attacks.
