Could the Nebelwerfer (any type) traverse or elevate? Does anyone have any good Nebelwerfer technical specs to share?

of course!!
but due to the nature of the barrage, no optical sight (that I know of..) was used. instead, the Wkm 35 (inclinometer model 35) was used to rough aim it.

On the towed version, traverse was same as pak37, as I think they shared same carriage, elevation..IIRC 0-50 degrees.

On other versions (as in the armoured maultier) Traverse was 360 degrees, and it used a small box sight, I have no info on it.

best regards
