What nationality and model is a bullet marked " 95 35 P 3"?

Add measurements: total length and width of the case mouth (where the bullet has been inserted into the case).

I’m definitely not sure, maybe P is the manufacturer code - Polte.
35 - is the year of manufacture.
95 - is the batch number.
And number 3, this is the letter S - denoting the material of the sleeve - brass.
