Interesting gun
it is a m98 action for sure and the rear sight look life the standard military Mauser sight.The barrel has one step in it so it is probably a military barrel,the barrel is also quite long[maybe 29 inches].If you look by the back telescope mount there appears to be the thumb cutout found on military Mausers.The rest of the gun look like a sporting gun but I think it has been converted from a military rifle[maybe an old G98 ].

Not to start a fight, but it started life as a military rifle.the stepped barrel and the thumb cut[use for loading with stripper clips] were never used on sporting arms.Who sporterised it is the question, it could be a gun that was sold to a officer, who had a gunsmith rework it. As far as I know the Germans only used sporting weapons for snipers during WWI.I also have never seen another rifle like this used by the WM or SS. I think it was a privately owned weapon put to military use once again.

Aardvark, I think you're correct. I own the negatives from this guy, who was a waffenfeldwebel. He just loved weapons, and he is seen with different german and captured russian weapons... This sniper rifle was his, and I guess this was also his front-line weapon...
