IIRC, these were DAK vets in Russia somewhere, maybe Ukraine.

Im also not 100% sure but i think that these are soldiers (don't think that they are DAK vets..) in the south of Russia (Causus). AFAIK some soldiers who served there also got equipped with the tropical uniform.
