What was the criteria as the war developed for being awarded the PLM if a junior officer in the submarine arm, air force, etc? Did it become more stringent than early war? Was the Royal House Order of Hohenzollern used as a lower tier replacement?

Major Pabst is Walter Pabst von Ohain of the Prussian War Ministry. He wears the cross of a Johanniter Order Ehrenritter at the neck awarded in 1912.
