Yes, they are 2 different men, because the second one is PEIPER, not Pieper.

Here are two officers I am unsure why they were awarded Ottoman medals, can you find any conections?

Badinski Kurt Rudolf Theodor Lt (1890-1966) from Lauenburgisches Jäger Batallion Nr 9 WIA 29-6-15 to Ottoman Army dates? later WWII to Maj Gen 292nd Div Russia to Lt Gen 276th Div PoW 21-8-44 Falaise Pocket France

Bartcky Viktor Lt (1891-1943) from Jäger Batallion Nr 12 to Ottoman Army dates? later WWII Maj Gen 513th Regt Russia 1943 possibly SS

bought this one on eBay. It is Oberst Meister, Kommandeur Infanterieregiment 101!
Is this our man? Do you know something about his part during the Herero "war" he received the PLM for?

He distinguished himself as the commander II./2. Feldregiment (beritten) in the engagements against the Hottentots 1904/05. According to the recommendation for the PLM as described in the Hildebrandt/Zweng history of the PLM, the engagements at Naris, Ganachas, Stamprietfontein and Groß-Nabas are cited. His outstanding personal conduct at Groß-Nabas was said to have been a major influence on the troops under his command.

my Foto 141 on page 4 most likely is later Generalleutnant Karl von Stumpff (Pour le Merite)!
Could anyone confirm this?

I should think not. Karl v. Stumpff was already a Generalmajor and field artillery brigade commander before the war. This fellow is an infantry field officer.
