Possibly Mj Philipp Sander. Kmdr RIR 65. He seemed to have lost his right eye but I couldn't locate much to substantiate that.
The other possibilities were Franz-Karl v Bock but he was a staff officer. Or Hans v Grothe but he was an ObstLt when awarded the PLM.

Hi Fangio,
he received the award on 18 December 1877 for his command of Rumanian forces in the Russo-Turkish war. He was a Prince of Hohenzollern-Sigmaringen.
