Manpower of the German Navy in WWI

I was looking for the manpower of the navy at various points in WWI, but so far only found a number of 79K at the beginning of the war, which appears to be a premobilization number based on a comparison to the RN which more than doubled to ~350K by 1916 without a comparable growth in ships (IIRC it was about 146K before WWI). I did not have any luck on the internet (other than the 79K) and I don't have any books specifically on the navy, so I was hoping somebody on this forum has that information.
